If you were born to American parents abroad, they should have registered your birth with the country’s U.S. embassy or consulate. If they did, they would have received a Consular Report of Birth Abroad . You can get a copy of this report from the U.S. Department of State. Who can request a birth certificate?
Births less than 100 years old are confidential and may only be issued to:
- Registrant if of legal age
- Parent listed on the Birth Record
- Legal representative of one of the above persons
- Upon receipt of registrants death record, a birth certificate marked Deceased may be issued to the spouse, child, grandchild, or sibling, if of legal age. Please notate Registrant Deceased on the application and include a photocopy of the death certificate.

The process of establishing a delayed birth record can be long and require many documents to be submitted. Sometimes it is impossible to get the required documents and the only option is for someone to present what they have to a judge who will then decide what information to put on the birth certificate.
To establish a delayed certificate administratively requires 3 different documents verifying the birth facts claimed are submitted. The documents required are based on the age of the person whose birth certificate is being requested at the time of the application. For a person more than ten years of age, all documents submitted must have been established at least ten years prior to the date of application. For a person ten years or younger, the documents must be dated at least one year prior to the date of the application or within the first year of life. Each document must show the place and the date the document was filed to prove it meets the age criteria.

How are certified and uncertified copies different?
A certified copy of a record issued by the State Vital Records Office is printed on security paper. It also has a raised seal and the signature of the State Registrar. State law limits who can get a certified copy of a record. You can find details about who can get one on the second page of the application form.
An uncertified copy of a record has the same information as a certified copy. However, its printed on plain white paper. It also includes a stamp showing it cannot be used for legal or identification purposes.
How are long-form and short-form birth certificates different?
Short-form birth certificates work for most legal and identification purposes. Each one includes the persons name, sex, birth date, and place of birth. They also include parents names, ages or birthdates, and birthplaces.
The long form also includes birth facility, mothers residence, time of birth, birth weight, and crown-heel length. If the information was not given at the time the birth record was filed, it wont be on the long form.
The long form doesnt cost extra. Simply write Long Form on the application if youd like it.

Original Vs Certified Copy Of A Birth Certificate
First things first: Whatâs the difference between an original and a certified copy of a birth certificate? An original birth certificate is created at the time of birth. Most often, itâs initiated in a hospital setting, then filed with the vital records office. Birth certificates are required records by state law, constituting an official record of a personâs birth.
A certified copy, on the other hand, is a secondary copy of the original document. A state registrar will emboss, impress, or otherwise seal and sign the record to certify that itâs a true copy with correct information. Even though itâs not the original, an authorized certified copy is generally accepted as proof of citizenship, as well as in any other scenario that youâd need to show a birth certificate.
Children Under The Age Of 16
If you are the parent/guardian of a child under the age of 16, you only need the childs birth certificate with parental information for most purposes, including a passport.
