Vital records offices print noncertified copies of birth records. A noncertified copy prints on plain paper, costs $13, and may meet your needs. Noncertified copies are only for informational use. North Carolina Birth Certificate Processing Times
Once you have mailed the complete application package, along with a copy of both sides of your chosen form of photo ID and paid the fees, the North Carolina vital records office will issue your certified copy.

You may order a noncertified copy of a birth record from the Office of Vital Records. Send your application by mail or fax for records 1900-present. The Office of Vital Records at the Minnesota Department of Health does not have walk-in service.

- A person requesting a copy of the persons own vital records or that of the persons spouse, sibling, direct ancestor or descendant or stepparent or stepchild
- A person seeking information for a legal determination of personal or property rights or
- An authorized agent, attorney or legal representative of a person described above.
Under North Carolina Law , it is a felony violation to fraudulently request a certified copy of a vital record or obtain, possess, sell, furnish, use, or attempt to use for any purpose of deception a North Carolina birth certificate.
In order to obtain a certified copy of a vital record you must present an acceptable form of a picture identification that shows name. Examples are state issued drivers licenses, state issued id card and passports. Identification is also requested for uncertified copies of a Vital record.
